All Saints Church
Annual Parochial Church Council Meeting. The annual meeting of the PCC is due to be held on 18 April. A full report will be included in the Howardian next month and copies of the Churchwarden’s and Financial Reports will be given out to those attending the meeting. Anyone who would like a copy of these reports, which cover the year 2009, should contact one of the church wardens. The meeting includes the election of Churchwardens, PCC and Sidesmen.
Welburn Celebratory Service. The 150th Anniversary of the church of St John the Evangelist in Welburn will be celebrated with a service in the church at 7.30pm on Thursday 20 May. The Archbishop of York, Dr John Sentamu, will be present and the music will be provided by the Stamford Bridge Singers. There will be refreshments afterwards in the Village Hall. All churches in the Benefice are invited to the celebration which is by ticket only. Tickets are available free from Pattacakes or ring 618467.
The church clock. The clock is having a prolonged sulk and refusing to work for more than an hour at any time. Efforts are being made to resume normal service.
Parish Council
The Annual Meeting of the Parish Council is at 7.30pm on Monday 10 May in the Village Hall. People living in the Parish are encouraged to attend this meeting to which our Ryedale District Councillor and North Yorkshire County Councillor are normally invited.
Notes from a Parish Council Meeting – 8 March 2010
The Chairman welcomed Cllr Robert Wainwright of Ryedale DC to the meeting.
- Apologies for absence were received from the Treasurer, Darryl Lynch.
- Footpath to Little Terrington. North Yorkshire Highways response is that our request for improvement and repair to the footpath is not a high enough priority to be included in the Highways budget. Our request has been passed to Malton and Norton transportation strategy for possible funding.
- Village sign. A new stone built base for the sign has been provided by Honeyborn Homes, the developer of the site at the West of the village, and the sign has been cleaned and put in place. Letters of thanks will be sent to Honeyborn Homes and Mr Ian Hughes who negotiated the work.
- Water leak from culvert in the Square. NYCC have sent our letter to Castle Howard Estate as the culvert is on land owned by them. It was agreed to contact Castle Howard and arrange a site meeting.
- Accounts. Bills were paid as follows: Internal Auditor - £50, Basic Plus removal of ivy from oak trees - £100, Hire of village Hall 2009 - £121.50, Yorkshire Local Councils Association membership - £150, Bayes Tree surgeon - £330.
- Planning Application. Plans for the erection of a free standing conservatory at the rear of Mansel House, South Back Lane were recommended for approval.
- Replacement Trees. It was agreed to plant 8 oak trees as replacements on the approach to the village from the East and a whitebeam in the cemetery to replace 2 inferior trees.
- Cllr Wainwright reported that there would be no increase in the Ryedale DC portion of Council Tax this year but that NYCC and the Fire and Police authorities had all increased their portions.
- Parish Councillors agreed to pick up litter on the approaches to the village this week.

Notes from a Parish Council Meeting – 11 January 2010
- Apologies for absence were received from the Treasurer, Darryl Lynch.
- Footpath to Little Terrington. There has been no satisfactory response from NYCC to our request for repairs and improvements to the footpath to Little Terrington. It was agreed to write again.
- Disabled access. Councillors have looked at the footpaths in the village and consider that it is possible for the disabled, particularly in wheelchairs, to get around.
- Accounts. The treasurer is concerned that his work is making it increasingly difficult to attend Parish Council meetings and he would like to handover his responsibility. It is hoped he will be able to continue until May when the council is due for re-election.
- Precept. A precept of £2935 was agreed to fund the Parish Council for 2010, this is the same as last year. This will be collected as a part of Council Tax.
- Blocked Culvert. A water leak in The Square outside Stonebow is hazardous in the current freezing weather. It is likely that the cause is a blocked stone culvert. Highways will be asked to investigate.

Notes from a Parish Council Meeting – 14 December 2009
Tree trimming and other work-
- Oak trees to the East of the village. Ryedale DC have agreed to arrange a survey and carry out any urgent work. The ivy on the trees has been removed by a gang from Basic Plus.
- Trees on the Plump have been trimmed by Parish Councillors.
- A quote for tree thinning and cutting back in the cemetery from Bayes Tree Services of £330 has been accepted.
- Hedge trimming has been completed at Little Terrington.
- Gulleys in the village have been cleared by Highways.
- Daffodils have been planted along the cemetery wall by Mark Wigham.
Planning-
- Birdforth Mowthorpe Lane. An application for the conversion of the existing conservatory to a garden room was recommended for approval.
Other business-
- It was agreed to look at footpaths in the village to check that they are usable by wheelchairs.

Notes from a Parish Council Meeting – 2 November 2009
- Accounts. Bills were paid: Village Hall hire £27. Rycroft verge cutting on approaches to the village £414 (3 cuts). R Goodwill for grasscutting in the village and at the cemetery £1483; it was agreed to write thanking Mark Wigham for the high standard of work he maintains.
- Ryedale Development Plan. Outline planning application Site 475. An application for building on land adjacent to the East edge of the village was discussed. Little detailed information is available but it was agreed that a development in that location would detract from the approach to the village from the Malton. However the development framework must be in place before individual sites can be considered, probably in 2011.
- Tree trimming.
- Oak trees to the East of the village. Two large branches have fallen this year from oak trees on the roadside. It was agreed to ask Highways to fund a survey and any necessary remedial action. It was also agreed to get the ivy removed from the trees.
- It was agreed to get quotes for tree thinning and cutting back in the cemetery.
- It was agreed to plant daffodils along the cemetery wall.
- Gulleys in the village need unblocking and Ryedale DC will be asked to carry out this task.

Notes from a Parish Council Meeting – 6 July 2009
The Chairman welcomed 35 members of the public to the meeting. He commented that the proposed development in North Back Lane had aroused the interest of the village.

Parish plan. The “drop in” session to introduce the parish plan in Terrington had attracted some interest. There were only 2 people from the village prepared to take part in the production of a parish plan. Maggie Farey (Parish Plan Officer) has concluded that the production of a plan is probably unnecessary in a village like Terrington which has a strong sense of community and good facilities. The Parish Council accepted her recommendation.

There have been some further letters on improvements to the footpath to Little Terrington and the council will not let this matter drop from the agenda.

A Royal Mail pillar box is now in place to replace the previous small post box. The Parish council are prepared to get the phone box listed by English Heritage should BT decide to take it out of use.

The wall at New Wells has been repaired.

Ryedale Development Plan. The Chairman explained the steps being taken by Ryedale District Council to produce a new Local Development Framework. This will put in place a plan for housing and jobs in the district through to 2026. He emphasised that the plan will include a requirement from Government to build between 200 and 350 new houses a year in the district. Associated with this are several outline planning requests by Castle Howard Estate and other landowners to build on land owned by them in Ryedale villages. Included is an application to build 53 houses on land in North Back Lane, Terrington. However the development framework must be in place before individual sites can be considered, probably in 2011.

Open Meeting. The meeting was opened to the public and discussion was on the proposed North Back Lane Site. Whilst many agreed that some development in the village should not be ruled out, there was considerable concern about the proposed development. This centred on the increase in road traffic in the narrow North Back Lane which is already busy with traffic to two schools and the Doctor’s surgery. It was also said that an additional 53 houses in one development was too many to assimilate in a village of about 150 houses. A vote was taken on desirability of the proposed development. The result was 28 against the proposal with 7 abstentions.

Follow up. The parish council will produce a response to Ryedale District Council on the Development Framework and the North Back Lane proposal. Individuals are also encouraged to comment to Ryedale.

Notes from the Annual Open Parish Meeting – 18 May 2009
Cllr John Goodwill was re-elected as Chairman of the Parish Council. He welcomed Cllr Robert Wainwright (Ryedale DC) and PC Glenn Goodwill (Community Police Officer) to the meeting.
- Matters from the previous annual meeting minutes.
1. Ryedale DC have taken over responsibility for cutting the grass in the churchyard.
2. Royal Mail have agreed to replace the post box with a larger pillar box.
3. Highways have not yet completed white line painting in the village.
- Chairmans Report. The Chairman thanked the council for their support over the last year, in particular he thanked the clerk Mrs Hartas and the treasurer Mr Lynch. He also thanked Cllr Clare Wood and Cllr Robert Wainwright for the interest they show in village matters.
- Clerks Report. The clerk listed the activities of the council in the last year. These included the provision of a new notice board, organising grass cutting and various repairs to roads in the parish.
- Accounts. Income in the year to 31 March 2009 was £4031 and expenditure £3823. The bank balance at the end of year was £6329. The insurance premium was paid, £289.48.
- Cllr Wainwright informed the meeting of changes in local development which could involve Terrington. The development limits in Ryedale are currently lapsed and planning applications can be submitted for land previously outside the development limit. Ryedale will hold consultation sessions in Slingsby on 1 July and Amotherby on 6 July, both 3 – 7pm. There is a current application by Castle Howard to build on land to the North of North Back Lane. A response to this application may be discussed at the next Parish Council Meeting on 6 July at 7pm. Anyone interested should attend.
- PC Goodwill report on local police matters in the last year. A man has been imprisoned for the break in at the Lavender Farm and other offences. A man has also been arrested for the break in at Terrington Stores but not prosecuted. Lampers have been active on farm land locally. He urged that this should be reported at the time using 999. If immediate response is not necessary the Call Centre Number is 0845 6060247.
- The next meeting is on Monday 6 July in the Village Hall at 7.30 pm. Members of the public are welcome to attend Parish Council Meetings. The meeting may be opened to the public by the Chairman for discussion on agenda items.
Notes from a Parish Council Meeting – 6 April 2009
The Chairman welcomed Cllr Clare Wood (NYCC) and Mrs Maggie Fairey (Yorkshire Rural Community Council) to the meeting.
- Parish plan. Maggie Farey (Parish Plan Officer) explained the advantages of producing a Parish Plan and most telling was the priority placed by funding authorities on the allocation of funds for projects which have been identified in a plan. She would guide the village in the production of the plan. The first stage would be a “drop in” session to introduce the plan and form a working group. A questionnaire to households would provide the information on which to base the plan. The Parish Council agreed that we should proceed to the first stage.
- Accounts. The following bills were paid: Clerks Expenses £34 – Clerk and Burial Board Salary £655 – Village Hall hire £13.50 – Membership Yorkshire Local Councils Association - £129.
- Footpath to Little Terrington. Cllr Wood agreed to ask Highways to raise the priority on work to repair and extend the footpath to Little Terrington.
- Rubbish Picking. The Chairman thanked the Parish Councillors together with Terry Strickland, Roger Cowdy and Michael Allen who had helped clear litter from the verges on approaches to, and within, the village. It was agreed to set a further date to remove ivy from the oak trees to the East of the village.
- The Great Yorkshire Bike Ride will be in the village on 13 June.
- Old Wells wall. The clerk will write to the letting agent requesting that the wall is repaired.
